It is a series resistor in the capacitor that uses 100 kHz to remove the impedance 1/(2*Pi*F*C). The impedance becomes small and we can then measure the true series resistance value. Using this theory, we can measure whether the capacitor is bad/damaged or in good condition. Our ESR meter only applies less than 15mV DC or peak peak with a good capacitor, so we can use it in circuit testing.
